Logic Step #3: If consciousness is completely physical, then consciousness is a property of matter and/or energy.

Because you're attempting to be formal (which I applaud), then I'll chime in and say that this doesn't follow. In the consciousness-as-produced-by-the-brain model, consciousness is an evolutionary accident, a feature that evolved as our brains got more powerful. For example, we became able to envision scenarios, plan for hunts, and actually play out scenes in our mind. As a result of the machinery required to perform abstract reasoning, we became self-aware. So says science.

It is entirely possible for lower level objects to create structures which have properties that the lower level objects do not. For example, a motor can be said to have horsepower, while a camshaft or a valve spring does not. If consciousness arose via evolution in the brain, it's not required for consciousness to be a property of matter or energy itself. Just as you wouldn't say intelligence or motivation is a property of a rock, you can't conclude the rock has consciousness.

I don't disagree with your premise, but I think the argument is incomplete. I highly recommend you check out a talk called The Primacy of Consciousness (google video link). It's a little over an hour, but well worth it if you'd like to see someone fully develop a theory of consciousness as the root of everything.
